I created a new project and in EASY SET UP chose DV/NTSC Anamorphic. I am using Final Cut 7.0.2 on a new 2 x 2.6 GHz Quad Core Xeon MacPro 16GBs of Ram, 3TB RAID "0".

Makes a huge difference in speed. [www.kenstone.net] So you're saying that you have ProRes (LT) created by MPEG StreamClip on your FCP timeline and you can not export this way.
I changed scratch disks to the new folders I created for this project. you may want to try to create a QT file using the MPEG codec from QT Pro anyway to see wether this problem is caused by FCP or by the codec.
